 Honduras: with 8.3 million people, 99% are of Indian or African descent. The army, at 9000, and the police, at 14,000 and notoriously corrupt, are dwarfed by the number of people in the streets.  Then there are the 36,000 maras, or gang members, who now may be turning against the coup regime, defending their barrios.

Honduran Coup Regime in Crisis  10/9/2009 The Nation: "In retrospect, it is hard to understand what Micheletti and his allies had hoped to achieve with Zelaya's overthrow, which took place just five months before regularly scheduled presidential elections, still set for November 29. Before the coup, it was expected that a candidate from either the Liberal or National Party--both conservative--would win the vote, dousing whatever popular restlessness was unleashed by Zelaya's turn left. But the coup--along with Zelaya's surprise return--has created a lose-lose situation for Honduran elites. If they yield to international pressure and negotiate Zelaya's symbolic restoration, it would legitimize the November elections but would also embolden the left and discredit the coup plotters--that is, nearly all of Honduras' governing class. If they force Zelaya back into exile, arrest him or keep him holed up in the Brazilian Embassy, then the popular movement that has gained momentum over the past three months will demand a constitutional convention as the only solution to re-establish legitimacy. In other words, the very issue that served as the spark of the crisis--Zelaya's attempt to build support for a constituent assembly to reform Honduras' notoriously undemocratic charter--may be the only way to settle it. Even Costa Rican President Ocar Arias has suggested as much. He recently called the Honduran constitution the "worst in the entire world," an "invitation to coups." Leader Ousted, Honduras Hires U.S. Lobbyists  10/7/2009 NYT: "It has also drawn support from several former high-ranking officials who were responsible for setting United States policy in Central America in the 1980s and ’90s, when the region was struggling to break with the military dictatorships and guerrilla insurgencies that defined the cold war. Fascism, (counter-)fascism, lobbyists, anti-semitism and the State  10/5/2009 Quotha: "So on the one hand, there is anti-Semitism (though primarily in the old-school sense of anti-Levantism, not tied solely to Jewishness) among the resistance. And that is Bad. Members of the resistance are actively struggling to figure out how to create a unifying narrative and practice that does not replicate the racist rhetoric and practices of the de facto government. In fact, teachers, healthcare workers, employees of the National Electrical Energy Enterprise and two unions of university students were on all on strike. Strike supporters said few businesses were open and schools were closed around the country. In Francisco Morazán department, which includes Tegucigalpa, the de facto government itself suspended classes, claiming fears that a swine flu epidemic would spread—although the Health Ministry didn't consider the epidemic serious enough to suspend an upcoming soccer match. Soldiers guarded some hospitals in the capital to keep striking medical workers from occupying them. The Mexican daily La Jornada reported that restaurants were empty in Tegucigalpa in the evenings, even though the authorities ended a curfew they maintained for much of the previous month. All four of the country's airports were closed, because 95 technicians had joined the strike. On Aug. 7 the taxi drivers unions decided to side with the strikers. Drivers said that in any case they'd had so little business since the coup that they couldn't make enough in fares to pay the rent for the cabs."

But while any new constitution might have extended presidential term limits, such a reform could have also led to new progressive amendments to the law and further radicalization on the ground. In recent years Honduras has seen the emergence of a vibrant social and political scene including labor, Garifuna (Afro-Honduran people) and Indians. If Zelaya had been successful at pushing through his constitutional reform he would have been able to mobilize such groups. What is the connection between U.S. interests and constitutional reform? If you had any doubt about Washington’s true intentions in Honduras consider the following AP Report for July 8 about diplomatic negotiations between the coup regime and ousted president Zelaya: “Clinton would not discuss specifics of the mediation process, which she said would begin soon, but a senior U.S. official said one option being considered would be to forge a compromise under which Zelaya would be allowed to return and serve out his remaining six months in office with limited powers. Zelaya, in return, would pledge to drop his aspirations for a constitutional change.”

As one high-level diplomat later noted: “Without the support of the Honduran military there would have been no such thing as the contras. It’s that simple … So they got rid of the DEA station.”"

These forces are desperate now that Washington is making the moves to ease and end the embargo of Cuba. Investigative journalist Guy Jean-Allard reports, via TeleSur, that Ralph Nodarse – ex-Cuban owner of Channel 6 in San Pedro Sula, Honduras – and arms-and-drug trafficker Rafael Hernández Nodarse are knee deep behind he coup-plotters in Honduras. The latter aided and abetted Posada Carriles to hide out in Panama in 2004. There was likewise a strong nexus between the Honduras government and military and the 1980s Iran-Contra drugs-for-arms-for-Nicaraguan-paramilitaries scandal, where much of the illegal covert US cocaine smuggling operation was headquartered during the Reagan and Bush Senior presidencies. The government of Venezuela has accused that former State Department official and anti-Castro ex-Cuban Otto Reich is involved with the current coup regime in Honduras. Those who think that when the US cuts off funds, as it will surely do in the coming days, that the sanctions will starve the Honduran coup regime into surrender, are forgetting that in this asymmetrical world there are non-government entities – which is to say, organized crime, terrorist, and narco-trafficking organizations – that seek a safe haven in Central America, so important in the route between the South American coca plant and the noses of North America."

Behind the Honduran Coup - Why Zelaya's Actions Were Legal  7/1/2009 Counterpunch: "President Zelaya intended to perform a non-binding public consultation, about the conformation of an elected National Constituent Assembly. To do this, he invoked article 5 of the Honduran “Civil Participation Act” of 2006. According to this act, all public functionaries can perform non-binding public consultations to inquire what the population thinks about policy measures. This act was approved by the National Congress and it was not contested by the Supreme Court of Justice, when it was published in the Official Paper of 2006. That is, until the president of the republic employed it in a manner that was not amicable to the interests of the members of these institutions. Furthermore, the Honduran Constitution says nothing against the conformation of an elected National Constituent Assembly, with the mandate to draw up a completely new constitution, which the Honduran public would need to approve. Such a popular participatory process would bypass the current liberal democratic one specified in article 373 of the current constitution, in which the National Congress has to approve with 2/3 of the votes, any reform to the 1982 Constitution, excluding reforms to articles 239 and 374. This means that a perfectly legal National Constituent Assembly would have a greater mandate and fewer limitations than the National Congress, because such a National Constituent Assembly would not be reforming the Constitution, but re-writing it."
